The NHWLUA 2012 General Meeting and Rules Interpretation will be in the Hospitality Center at Southern NH University on Sunday March 4 at 4 pm. This is a change from the original site.

New USL Ratings Expiration Policy - IMPORTANT

The WDOC has revised their Ratings Expiration Policy to the following:

NEW POLICY for RATINGS EXPIRATIONS

Effective as of 2/1/2011

WGOSC = “Women’s Game Officials Sub-Committee”

At the recent WGOSC meeting during the US Lacrosse National Convention in Baltimore, MD the rating

expiration policy was discussed after it was brought to the attention of the committee that it was possible

for a one year rating earned in January or February (for example) of a given year to expire nearly 2 years

later on December 31st. After much discussion regarding possible scenarios for rating expirations, it was

proposed and unanimously decided that the “New Policy for Ratings Expirations” would be as follows:

New WGOSC Ratings Expiration Policy:

A rating expires at the end of the quarter in which the rating was earned.

The end of each quarter is as follows:

Quarter 1 = March 31st

Quarter 2 = June 30th

Quarter 3 = September 30th

Quarter 4 = December 31st

Therefore,

1st Quarter : A rating earned in January, February, or March will expire the end of March in the

appropriate year (one, two, or three years later). Example: An L1 rating earned February 20, 2011 will

expire March 31, 2012.

2nd Quarter : A rating earned in April, May, or June will expire the end of June in the appropriate year

(one, two, or three years later). Example: A D3 rating earned May 30, 2011 will expire June 30, 2014.

3rd Quarter : A rating earned in July, August, or September will expire the end of September in the

appropriate year (one, two, or three years later). Example: An Apprentice rating (A1…the only option

available for an Apprentice Rating per rating policy described in the Umpire Manual) earned July 10, 2011

will expire September 30, 2012.

4th Quarter : A rating earned in October, November, or December will expire the end of December in

the appropriate year (one, two, or three years later). Example: An L2 rating earned October 20, 2011

will expire December 31, 2013.

Important Note for Ratings Earned Prior to February 1, 2011:

The previous rating policy stated that ALL ratings expired December 31st. Therefore, any ratings earned

prior to February 1, 2011 shall have a rating expiration of December 31st in the appropriate year of the

rating level --- one, two, or three years. Example: A D3 rating earned October 10, 2010 will expire

December 31, 2013. The “new rating expiration policy” is NOT retroactive.

National Ratings Note: A rating expires at the end of the quarter in which the rating was earned

(one, two, three, or four years later). Example: An N4 rating earned October 15, 2011 will expire

December 31, 2015. All National ratings shall be awarded by the WGOSC.

2011 Training Classes set for February

The NHWLUA 2011 Training Classes will be February 2, 9 and 16 at Bow High School. This class will be limited to 20 candidates, and must be paid in full in advance. The cost is $75 which includes your NHWLUA dues for 2011, as well as flags, cards, and a whistle. Of course, you must also be a USL member - see the link to the right.

2011 Rules Changes

The major changes in the women’s game were made to the Rule 7, Misconduct and Suspensions section; the changes are as follows:

• The head coach will be responsible for the behavior of personnel affiliated with her team, including all assistant coaches, and will receive any cards related to lack of bench decorum.

• Anyone receiving two yellow cards in a single game must sit out of the team’s next game.

• Anyone receiving a red card must sit out of the team’s next two games. For youth teams using Level FC rules where a check to the head is a mandatory red card, a player will continue to sit out one game if a red card is received.

• Once a team receives its third card of the game the team will play shorthanded for the remainder of the game. They will lose an additional player each time another card is received.

"Rather than simply having teams play with fewer players below the restraining line, as many people have proposed, the Rules Subcommittee has chosen to take a more comprehensive approach to penalizing unsafe and dangerous play," said Dillon. "Our hope is that reckless and card-accumulating players and coaches will alter their behavior. We believe the team as a whole will most certainly be impacted by these changes."

DEADLINE for USL Membership Renewal is Sept. 30!

Don't forget to renew your USL membership by September 30. There is a late fee for anytime after that.

If you are someone who would like to become a Women's lacrosse umpire, you must be a member of USL to qualify.

Also, the USL Convention is right around the corner - Jan 21-23 in Baltimore. It's a great opportunity to meet other umpires from around the country, and learn new techniques for game management as well as any new rules for the upcoming season.

End-of Season Meetings

The NHWLUA End-of Season meetings will be held on June 16 at 5 pm (Executive Committee) and 6:15 pm (General Membership) at New Hampton School (New Hampton, NH) in the Academic Research Building.

While the Executive Meeting is closed, all current NHWLUA members are encouraged to attend the 6:15 meeting. One agenda item is the election of Executive Committee members.

Important Women's Stick Memo from the US Lacrosse Rules Committee

The US Lacrosse Rules Committee has an important announcement regarding the pocket stringing for field crosses. Effective immediately, sticks strung in a particular way are being deemed as illegal and may not be used until improper stringing is corrected.

All crosses must be strung such that any strings used to attach the pocket to the sidewall may not be strung through any decorative sidewall opening, which creates a deeper "reserve pocket" that may provide advantage on the draw. This memo is posted on the Women's Rules page of the US Lacrosse website.

Umpires should be sure to check all players’ sticks carefully for proper pocket stringing and take any necessary corrective actions to bring sticks into compliance. Anyone having questions regarding the legality of any crosse or how it is strung is urged to contact the manufacturer or supplier of the crosse.

USL Overtime Procedures

Here are the USL OT procedures for 2010:

Overtime Procedures

Section 7. When the score is tied at the end of regular playing time and overtime

is to be played, both teams will have a 5-minute rest and toss a coin for choice

of ends. Six minutes (two 3-minute periods) of stop clock overtime will be played.

The clock will be stopped after 3 minutes of play in order for teams to change

ends with no delay for coaching. The game will be restarted by a center draw.

The team which is ahead at the end of six minutes wins the game.

If the teams are still tied after six minutes have elapsed, the teams will have a

3-minute rest and change ends. The winner will then be decided on a “sudden

victory” stop-clock overtime of no more than six minutes in length with the teams

changing ends after 3 minutes. The game will be restarted by a center draw. The

team scoring the first goal wins the game.

Play will continue with “sudden victory” stop-clock overtime periods of six

minutes in length with 3 minutes in between and change of ends until a winning

goal is scored.

New Umpire Registration

In order to umpire lacrosse games, you need to be a member of US Lacrosse. So, if you are a newly trained umpire looking to register with US Lacrosse, here's how you do it:

* Go to www.uslacrosse.org/wdoc/Forms/forms.phtml

* Scroll down to where it says, "Are you a newly-trained umpire looking to register? Click here."

* Answer the 5 questions correctly to gain access to the online registration process.

FAQ's

Q1 -What if the new umpire is already a USL member as a coach or player?

A1 -If the new umpire has a current membership expiring June 30th or later, then the Local Chair will send to USL the following information about you:

Your USL Member #

Your Rating

Your Local Board

USL will upgrade the membership to include "umpire" and change the membership to expire on September 30.

If the new umpire has a current membership expiring May 31 or earlier, then that member needs to renew using the new umpire registration. This renewed membership will expire September 30 of the current year to get them on track. (You can check your membership status and date of expiration by going to the USL website.)

Q2 - What if the new umpire is a youth (not in high school)?

Dangerous Checks and Slashing

Dangerous checks, those that are uncontrolled, rough or reckless, are major fouls that must be called by the officials. Officials must carefully evaluate each situation, deciding if the foul warrants an immediate whistle or if a held whistle is appropriate. A card may also be given for a dangerous check. Slashing, the swinging of the crosse at an opponent's body or crosse with deliberate viciousness or recklessness, must not only be called, but a mandatory card must be given. Whether the crosse hits the opponent's body or crosse has no bearing on the call being made and a card being given.

We have 20 new high school players, and 13 new adults, interested in becoming NHWLUA umpires. They each need a Mentor! These candidates are located in Central and Southern New Hampshire, and the Seacoast.

A Mentor's job is to teach new umpires how to apply on the field what they have learned in the classroom; work one-on-one during a few games; answer questions; be available.

The NHWLUA cannot sustain itself unless we encourage new members. Please volunteer to be a Mentor for someone!

The NH Youth Lacrosse Association has requested such a list from NHWLUA to be published on the NHYLA website. This list will be the only source of umpire contacts for youth games.

To get on the list, send an email to david.pelletier@glv.com. Your contact information should include name, telephone numbers, email address, and the town in which you live. Please also include how far you wish to travel to games (youth game fees do not include a mileage stipend).
